    Executive Orders can only tell gov't agencies what to do. They are not dictates to the general public.

    If the Russian programmers were banned, then it was done by the maintainers of the Linux kernel because they could have just ignored the illegal EO.

    Executive Orders can only tell gov't agencies what to do. They are not dictates to the general public.

    Most federal government agencies (and any state and local ones who want to
    use federal data) are already barred from using "offshore developers,"
    Russian or otherwise.

    If the Russian programmers were banned, then it was done by the maintainers of
    the Linux kernel because they could have just ignored the illegal EO.

    I would also guess that to be the case -- that the maintainers would ban
    them.
