This question doesn't make too much sense to me, but I'll try... The REP packet contains your *REPLIES* to messages that you've read. If you
read a packet of messages but don't make any replies, there won't be a
REP generated.
The QWKE format really has nothing to do with REP packets, per se. It's
a specification that includes additional headers/info/kludges in the
packets exchanged between the user and the BBS.
